THE NATIONAL COMMISSION
Preventing Risk. Protecting People. Strengthening Organizations.
THE PROBLEM...
About Us
Our Story
The National Commission established the Risk Mitigation Authority at the intersection of organizational psychology, criminal justice, and workplace security. We exist because the nature of workplace risk has changed: organizations are no longer dealing only with traditional safety concerns, but with increasing incidents of sexual boundary violations, misconduct, exploitation, harassment, and sexual abuse involving both employees and the clients they serve.
Our work began with the real-world realities of criminal justice through our founding connection to the California Commission on Sexual Exploitation (CalCOSE), where the focus has long been on understanding harmful behavior, accountability, victim impact, and the systems that allow misconduct to continue. That foundation gives us a perspective few organizations can offer. We do not approach risk as a checkbox exercise or a generic compliance issue — we approach it as a human behavior problem, an organizational culture issue, and a security issue all at once.
We understand how unsafe systems are created: through unclear boundaries, weak reporting structures, poor supervision, inconsistent accountability, and a culture that assumes “it won’t happen here.” We also understand how to interrupt those patterns. By combining behavioral insight, operational strategy, and trauma-informed response, we help organizations identify vulnerabilities before they become crises and build stronger systems that protect people, reputation, and long-term stability.
What makes us different is that we are not simply advising from the outside. We bring a rare combination of criminal justice insight, organizational risk expertise, and lived understanding of how sexual misconduct actually shows up in workplaces and service environments. That gives us the ability to see what others miss, ask the right questions, and design solutions that are practical, defensible, and effective.
The Risk Mitigation Authority is built for organizations that want more than policy language. We help leaders create a safer, stronger culture where boundaries are respected, risk is taken seriously, and accountability is built into the system. In a field where many are only now beginning to recognize the scope of the problem, we are already equipped to lead it.
Who We Are
The National Commission's Risk Mitigation Authority is a specialized organization built to help businesses confront one of the most difficult and under-addressed risks in modern workplaces: sexual boundary violations, sexual misconduct, sexual harassment, and all other forms of sexual abuse. We exist at the intersection of organizational psychology, criminal justice, and workplace security, with a mission to help organizations identify hidden vulnerabilities, strengthen internal safeguards, and create safer environments for the people they serve.
Our foundation is rooted in the criminal justice work of the California Commission on Sexual Exploitation (CalCOSE), which gives us a rare understanding of harmful behavior, accountability, and the systems that allow misconduct to continue unchecked. That background shapes everything we do. We do not treat risk as a simple compliance issue or a paperwork exercise. We understand that these incidents are driven by human behavior, culture, opportunity, and silence — and we build solutions that address all of them.
What sets us apart is not just our subject matter focus, but our depth of experience. We understand how risk actually shows up in organizations: through weak supervision, unclear reporting structures, inconsistent response, poor documentation, and cultures that underestimate the seriousness of boundary violations until harm has already occurred. We help organizations see what others miss and put practical, defensible systems in place before a crisis forces the issue.
We are here for organizations that want more than generic training or reactive policies. We help leaders build stronger structures, clearer accountability, and a safer culture from the inside out. In a field where many are just beginning to recognize the scope of the problem, the Risk Mitigation Authority is already equipped to lead the response.
